Tri-City Mental Health Authority (TCMHA) is requesting Proposals from experienced and qualified vendors to design, install, and maintain a wearable or portable panic button system. TCMHA adopted a Workplace Violence Prevention Plan in accordance with Senate Bill (SB) 553. With the adoption of this Plan, TCMHA has declared its commitment to the safety of its staff and clients. Implementing panic buttons as an additional security enhancement is part of the ongoing investment of the adoption of the Plan.
This Request for Proposals (RFP) for Portable and Wearable Panic Buttons is expected to result in a fixed price contract. All Proposals shall meet the provisions, requirements and specifications listed in this Request for Proposals Document No. 2026-0502 and must be received by TCMHA as indicated in the Proposal Requirements

Proposal Requirements
TCMHA CONTACT DURING PROPOSAL PROCESS: During the Proposal process, TCMHA contact shall be Diana Acosta, Chief Financial Officer, at (909) 451-6434 or dacosta@tricitymha.ca.gov.
TIME AND MANNER OF SUBMISSION: One printed copy of the Proposal Packet, with a wet signature, must be submitted via U.S. Mail, Overnight, or Hand Delivery, and shall be received by TCMHA’s Administration Office no later than the Closing Time 4:00 p.m., Pacific Time, on June 17, 2026. Received Proposals will be time stamped. Proposals submitted via Hand Delivery, may be delivered Monday – Thursday, between the hours of 8:00 AM and 4:00 PM (PST); excluding TCMHA holidays. Proposals delivered after the Closing Time will not be accepted. The Proposal must be in a sealed envelope, and addressed as follows:
