The Mental Health Services Act (MHSA), also known as Proposition 63, has served as the primary source of funding for all MHSA programs for Tri-City Mental Health since 2008. Passed in 2004, the MHSA is funded through a tax imposed on Californians whose income exceeds 1 million dollars. Known as the “millionaire’s tax” this initiative is designed to expand and transform California’s county mental health system to provide more comprehensive care for those with serious mental illness, specifically in unserved and underserved populations.
Tri-City Mental Health is seeking approval for the MHSA Innovation Plan project proposal, Multi-County Collaborative Psychiatric Advance Directives (PADs) Phase Two, in the amount of $1,500,000 for fiscal years 2025-29. Psychiatric Advance Directives (PADs) are used to support treatment decisions for people who may not be able to consent to or participate in treatment decisions during a mental health crisis. A PAD allows a person’s wishes and priorities to inform mental health treatment. Originally envisioned as a statewide standalone tool, Phase One of the PADs project focused on rigorous testing of the functionality, usability, and training of the the cloud-based PADs platform. This foundation will lead into Phase Two, which involves up to fifteen counties and aims to gather critical data through live testing of the PADs platform with law enforcement and hospital staff. The data collected will be crucial in assessing the platform’s effectiveness and determining its long-term sustainability across the state of California.

On October 8, 2024, the Tri-City Mental Health Commission is hosting a MHSA Public Hearing where community members are invited to join and review a presentation regarding program updates summarized in this document. The meeting will be held from 3:30 pm to 5:00 pm at the Tri-City Wellness Center located at 1403 N. Garey Avenue, Pomona, CA 91767. Participant feedback will be reviewed and incorporated into this plan.
